What’s new with Progressive?

  • Auto insurance is still available in all states. However, due to inflation and increased risk, Progressive has slowed down advertising in several states like Texas, New York, California and others.
  • Home insurance is available in all states, but Progressive began nonrenewing some homeowners policies in Florida in late 2023.
  • At the start of 2022, Progressive changed its underwriting requirements for shingle roofs in Florida. Now, all roofs must be under 16 years old to maintain or acquire coverage.
  • As of January 2023, Progressive stopped offering coverage for some Kia and Hyundai vehicles due to a substantial increase in theft. Policyholders who already have insurance on the models of concern are able to keep their coverage.

Progressive car insurance review

In recognition of Progressive’s high financial strength ratings, numerous discounts and customizable policy options, we assigned Progressive’s auto insurance a Bankrate Score of 4.4 out of 5. Progressive especially shines in the high-risk auto insurance arena as one of the cheapest car insurance companies for many drivers with poor driving records.

Customers can find standard coverage options like liability insurance, full coverage and personal injury protection through Progressive, but policy customization offers optional policy endorsem*nts like custom parts and equipment (CPE) coverage for modified cars, loan/lease payoff (similar to gap coverage) and ridesharing insurance. Coverage options vary by location, so it’s a good idea to speak to an agent about the availability of each coverage type in your circ*mstances.

BEST AUTO INSURANCE COMPANY FOR HIGH-RISK DRIVERS

Progressive offers auto coverage in all 50 states for drivers with high-risk driving records. While not all carriers accept drivers with serious violations like DUIs, Progressive typically quotes lower rates to these drivers, offers SR-22 filings and equips drivers with a robust slate of discount opportunities and savings tools, such as Snapshot and the Name Your Price tool.

Pros and cons of Progressive car insurance

Every car insurance company has strengths and weaknesses. When shopping for car insurance, it’s important to do more than just compare auto insurance quotes — a broader view of a company’s advantages and disadvantages can put your quotes in context and help you determine whether Progressive is the right fit for you.

Here are some pros and cons of Progressive auto insurance:

Progressive Insurance Review 2024 | Bankrate (8)

Pros

  • Strong suite of digital tools offering discounts for many drivers

Progressive Insurance Review 2024 | Bankrate (9)

  • Rates may differ between online and agent quotes

Progressive car insurance cost

Car insurance from Progressive costs an average of $2,021 per year for a full coverage policy and $576 per year for a minimum coverage policy, according to May 2024 data from Quadrant Information Services. That’s fairly affordable compared to the national average cost of car insurance, which is $2,299 per year for full coverage and $637 per year for minimum coverage policies.

Keep in mind, though, that Progressive is one of the nation’s largest insurers and sells auto insurance through a variety of distributors. Depending on how you get your auto insurance quotes, your rates may differ. Below, we’ll compare Progressive’s average rates to the national average for a range of driver profiles, from young drivers to individuals with violations.

How much is Progressive car insurance?

Your driving history is a large factor in your ability to find cheap car insurance. If you have incidents like at-fault accidents or speeding tickets, on your driving record, you’ll likely pay more than if you had a clean driving record. DUIs tend to affect rates most significantly. While many companies choose not to write policies for drivers with DUIs on their driving records, Progressive typically does.

Progressive car insurance quotes by age

In most states, car insurance carriers use driver age or experience as a rating factor when setting premiums. Since younger drivers typically have less experience and a higher statistical rate of accidents, insurers see them as a higher risk and charge more for coverage.

We’ve analyzed average premiums for drivers with clean records across several age groups and compared Progressive’s rates with the national average. In general, young drivers who stay on their parents’ policy receive much lower rates than those who purchase standalone policies, especially as teens.

Compare Progressive car insurance rates

Each car insurance company uses a different set of calculations to set premiums based on a wide variety of rating factors. For some drivers, Progressive may offer the cheapest rates, while other drivers may find more affordable coverage from a different provider based on their profile. That’s why comparing rates during the shopping process is so important: average rates only tell part of the story. To show how rates can vary, we analyzed average premiums from Progressive and nine other top-rated car insurance companies.

Progressive customer satisfaction

Customer satisfaction ratings can help you determine if a car insurance company is the best fit for your needs. Third-party ratings are a good place to begin your research. AM Best, an industry leader, assesses insurers’ overall financial strength and ability to pay out claims, which are reflected in a score from A++ (Superior) to D- (Poor). A higher score indicates a lower likelihood that the company will be unable to pay claims. J.D. Power, a consumer data analytics company operating in the automotive and insurance spaces, publishes several studies each year on insurance customer satisfaction, rating providers on a 1,000-point scale.

Progressive auto claims satisfaction

Progressive has below-average customer satisfaction ratings in every geographical region in the 2023 J.D. Power U.S. Auto Insurance Study, with especially low scores in the Central, North Central and Mid-Atlantic regions. Although, the company did receive a high score in the usage-based insurance (UBI) segment. The company also performed poorly in the 2023 J.D. Power U.S. Auto Claims Satisfaction Study, scoring 870/1,000 in comparison to the industry average of 878. The only J.D. Power study in which Progressive ranked well was the 2023 J.D. Power U.S. Insurance Digital Experience Study, where it came in third with high scores for both overall customer experience and shopping experiences.

J.D. Power Auto Claims Satisfaction Study

Progressive auto insurance customer complaints

To get a sense of a company’s track record for customer complaints, we turn to the National Association of Insurance Commissioners (NAIC), which logs customer complaints for U.S. insurers and compares the rate of complaints to the size of the company. The baseline complaint index is 1.00, which indicates that a company has the expected number of complaints based on its industry segment and market share.

Progressive’s 2023 NAIC complaint index for private passenger auto insurance is 0.88, slightly lower than the baseline and notably lower than its index for previous years. This suggests that Progressive’s customer service practices may be improving in recent years.

Progressive car insurance discounts

Progressive offers a large list of discounts that may help you lower your auto insurance premium. While discount availability varies by state, some of the most impactful discounts include:

  • Automatic payments: Signing up for automatic payments that come directly from a bank account might lower your rate.
  • Homeowner: If you own a home — even if you don’t insure it with Progressive — you might be able to save money on your auto insurance premium.
  • Name Your Price: Although not technically a discount, this unique feature could save you money. With Name Your Price, you can input your budget amount and Progressive will display coverage options that fall within your requirements.
  • Snapshot: Progressive’s car insurance telematics program is called Snapshot, and it tracks your driving habits and might assign you a personalized discount based on the data.
  • Good student: If someone on your policy is a full-time student under age 23, you can earn a discount if they maintain a B average or better.
  • Pay in full: Opting for annual payments rather than a semi-annual or monthly premium could earn you a discount on your auto policy from Progressive.
  • Online quote/sign online: Getting a quote online and signing your documents online can earn you separate discounts on your policy.

Progressive home insurance review

With a Bankrate Score of 4.0 out of 5, Progressive isn’t one of Bankrate’s top-rated home insurance companies. Its homeowners policies are relatively basic, with only a few optional coverage types to add. These include water backup and personal injury coverage.

Many Progressive home insurance policies are underwritten by a company called American Strategic Insurance (ASI). Progressive also operates the Progressive Advantage Agency, Inc., which helps homeowners find coverage with various third-party underwriters. For purposes of this review, we’ve chosen to focus on the coverage through ASI, since it is officially part of the Progressive group of companies. The company could be a good option for homeowners looking for basic coverage to bundle with their auto policies.

Pros and cons of Progressive home insurance

If you’re comparing home insurance quotes, just like with auto insurance, you may want to consider several factors outside of the price. During our Progressive Insurance review, we identified these perks and drawbacks of the company’s home insurance product, which might be helpful as you choose a company:

Compare Progressive homeowners insurance rates

When shopping for a home insurance policy, it’s important to compare rates from multiple companies. While some homeowners may find cheap home insurance through Progressive, others might be eligible for lower rates from another company, based on their location, home information and other ratings factors. Consider requesting home insurance quotes from at least three companies before deciding on a provider for your homeowners insurance. As a starting point, we’ve analyzed average annual premiums for 10 leading home insurance providers, including Progressive, and compared each rate to the national average.

Progressive customer satisfaction

Third-party ratings can give potential customers a picture of Progressive’s customer satisfaction in the home insurance sector. J.D. Power’s U.S. Home Insurance and Property Claims Satisfaction studies analyze overall customer satisfaction and claims experiences in the embattled property insurance industry, rating each company on a 1,000-point scale. Overall, Progressive performed poorly in 2023 and 2024 homeowners insurance customer satisfaction studies from J.D. Power.

Progressive homeowners claims satisfaction

When it comes to customer service scores, Progressive home insurance falls behind many carriers. The 2023 J.D. Power U.S. Home Insurance Study ranks the insurer significantly below average, with a score of 791/1,000 compared to the industry average of 819/1,000. Progressive fared even worse in the claims satisfaction ranking for home insurance in the 2024 J.D. Power U.S. Property Claims Satisfaction Study. The industry average is 869/1,000, and Progressive received a score of 851, putting it near the bottom of the pack.

J.D. Power Property Claims Satisfaction Study

Progressive home insurance customer complaints

The NAIC tracks the rate of complaints received by U.S. insurers and analyzes them against the company’s market share. The baseline complaint index is 1.00; any number above 1.00 indicates that a company receives more complaints than anticipated for its size and position in the market.

The NAIC reports a complaint index of 14.67 for ASI Progressive’s home insurance product, which indicates an above-average number of complaints. This number represents a dramatic increase in complaints in the past two years.

Progressive home insurance discounts

Home insurance discounts could help you find cheaper home insurance from Progressive. Discount availability varies, so be sure to ask an agent if you’re eligible for the discounts below or other offered by Progressive:

  • New home construction: Newer homes might have a lower risk for damage, so Progressive could give you a discount on your home insurance.
  • New purchase: You might get a discount for recently buying a home. The home doesn’t have to be a new build to qualify, as long as it’s a new purchase for you.
  • Pay in full: If you pay your home insurance in full, you could receive a discount. This discount is not likely available for policies paid in full from escrow accounts.
  • Quote in advance: If you get a quote prior to the effective date of your policy, you might save some money.

Progressive life insurance review

Progressive life insurance might be a good fit for those looking for a variety of policy types and educational resources. However, Progressive does not underwrite its own life insurance in most cases. Instead, clients may be referred to eFinancial, LLC, which then places them with various underwriting life insurance companies depending on the type of coverage they choose. In certain states, some term life insurance policies are underwritten by Progressive Life Insurance Company.

Progressive offers both term and permanent life insurance policies. Term policies include 10-, 15-, 20- and 30-year policies, along with short-term life insurance that covers a single year of coverage at a lower rate. Progressive’s permanent life insurance policies include whole life and universal life insurance as well as final expense life insurance, or burial insurance.

Pros and cons of Progressive life insurance

Progressive life insurance could be right for some shoppers, but comparing life insurance options is often a good idea. Keep in mind that finding cheap life insurance will depend more on your qualifications and the policy type you choose. Here are some of the pros and cons of Progressive life insurance that we thought were particularly notable:

Progressive Insurance Review 2024 | Bankrate (12)

Pros

  • No exam options available
  • Several types of coverage offered
  • Wide range of death benefit limits

Progressive Insurance Review 2024 | Bankrate (13)

Cons

  • Underwritten by third parties
  • Customer satisfaction depends on the underwriting company
  • Will likely not work directly with Progressive once the policy is issued

Progressive life insurance riders

Progressive does not include life insurance rider information on its website, but it does provide a list of common offerings. Rider availability will likely depend on the type of policy you choose and which company underwrites your coverage. Keep in mind that adding riders will increase the cost of your life insurance, but it may be worth it for the extra coverage. The best way to know what riders are available to you and how much they will cost is to request a quote and talk with an agent from the company handling your chosen policy type.

Is Progressive a good insurance company?

Our extensive review found that Progressive may be one of the best car insurance companies based on its coverage offerings, discounts and digital tools, despite its lower-than-average customer satisfaction scores. However, Progressive’s home insurance offerings aren’t nearly as robust and tend not to stand out amid the competition, and its life insurance products are underwritten by a range of third-party insurers, resulting in mixed value. “I've had them for almost 10 years. I have had only minor claims and they have handled them efficiently and correctly. But I haven't had any major losses like a total loss yet. So I can't say how well they do on major losses. However, as an adjuster (not with them) I have daily dealings with their adjusters and they seem mostly capable. My rates have stayed pretty steady. Sometimes they go up a little and sometimes they go down a little. I'm happy with them so far.”

Progressive is great until you have an accident...

“Progressive is great until you have an accident. Whether you're at fault or not, they will raise your rates and the way they report it pretty much everyone else will raise your rates too. I hit a deer and that led to a $900/year premium increase. I confirmed they didn't count it as at fault or preventable, they said they had to pay out so they raised the rates.”

Quora

On Quora, users are split between praising Progressive’s prompt and courteous customer service and expressing frustration with what some see as misleading business practices and poor communication around rates.

“It does seem to be the best one I've used in the last 10 years. At only $174 a month, they were the cheapest, by about 130, over Geico, Farmer's home, the General, or any of the other ones I've had. Their coverage is very good, and the customer service is actually polite, and decent. So anecdotally, I'd say yes, absolutely.”

“They aren't bad. I had a policy with them a few years ago, but many companies now are dazzled by technology and not much interested in customer privacy. The only way to get a good rate is to agree to a driving monitor device in your vehicle. I have an excellent driving record but didn't like the idea of a device recording me all the time.”

Frequently asked questions about Progressive

Methodology

Bankrate utilizes Quadrant Information Services to analyze May 2024 rates for all ZIP codes and carriers in all 50 states and Washington, D.C.

Auto

Rates are weighted based on the population density in each geographic region. Quoted rates are based on a single, 40-year-old male and female driver with a clean driving record, good credit and the following full coverage limits:

  • $100,000 bodily injury liability per person
  • $300,000 bodily injury liability per accident
  • $50,000 property damage liability per accident
  • $100,000 uninsured motorist bodily injury per person
  • $300,000 uninsured motorist bodily injury per accident
  • $500 collision deductible
  • $500 comprehensive deductible

To determine minimum coverage limits, Bankrate used minimum coverage that meets each state’s requirements. Our base profile drivers own a 2022 Toyota Camry, commute five days a week and drive 12,000 miles annually.

These are sample rates and should only be used for comparative purposes.

Age: Rates were calculated by evaluating our base profile with the ages 16-60 (base: 40 years) applied. Depending on age, drivers may be a renter or homeowner. Age is not a contributing rating factor in Hawaii and Massachusetts.

The rates for drivers ages 16-20 added to their parents' policy reflect the good student and driver's training discounts applied. The rates for drivers aged 16-20 on their own policy do not include the good student and driver's training discounts. Additionally, 25-year-old rates are based on the driver as a renter and 30+ on the driver as a homeowner.

Incidents: Rates were calculated by evaluating our base profile with the following incidents applied: clean record (base), single speeding ticket and single at-fault accident.

Homeowners

Quoted rates are based on married male and female homeowners with a clean claim history, good credit and the following coverage limits:

  • Coverage A, Dwelling: $150,000, $300,000, $350,000, $450,000, $750,000
  • Coverage B, Other Structures: $15,000, $30,000, $35,000, $45,000, $75,000
  • Coverage C, Personal Property: $75,000, $150,000, $175,000, $225,000, $375,000
  • Coverage D, Loss of Use: $30,000, $60,000, $70,000, $90,000, $150,000
  • Coverage E, Liability: $500,000
  • Coverage F, Medical Payments: $1,000

The homeowners also have a $1,000 deductible, a $500 hail deductible and a 2 percent hurricane deductible (or the next closest deductible amounts that are available) where separate deductibles apply.

These are sample rates and should be used for comparative purposes only. Your quotes will differ.

Bankrate Scores

Our 2024 Bankrate Score considers variables our insurance editorial team determined impacts policyholders’ experiences with an insurance company. These rating factors include a robust assessment of each company’s product availability, financial strength ratings, online capabilities and customer and claims support accessibility. Each factor was added to a category, and these categories were weighted in a tiered approach to analyze how companies perform in key customer-impacting categories.

Each category was assigned a metric to determine performance, and the weighted sum adds up to a company’s total Bankrate Score — out of 5 points. Our scoring model provides a comprehensive view, indicating when companies excel across several key areas and highlighting where they fall short.
